As for creating them Microsoft offers a free version of the compiler. Microsoft's HTML Help Workshop and Compiler generate CHM files by instructions stored in a HTML Help project. The hh.exe utility on Windows and the extractchmLib utility (a component of chmlib) on Linux can also decompile CHM files. I downloaded it a while ago - it was pretty big - and messed around with it and it seemed to be pretty good. Various applications, such as HTML Help Workshop and 7-Zip can decompile CHM files. The name of the program eludes me at the moment, but if you crack open the CHM for OpenDCL I believe it says what it is at the bottom. Then click 'Open with' and choose an application. Owen uses a freebie program for his OpenDCL help documentation. If you cannot open your CHM file correctly, try to right-click or long-press the file. I've been using this for about 3 years and love it.for $50 it is a steal :) One of my books (VBScript Programmer's Reference, Wrox Press) does discuss them, so I expect to be able to exploit them quite a bit in the months to come. For example run archmage -p 5000 file.chm and open in your webbrowser to open the documentation inside the chm file. Pretty cool potential, but I don't profess to have any expertise (yet). This is an old question, but a straight-forward answer is to use archmage which can host the chm contents as a website on localhost. If your CHM file contains an eBook, you can open it in Calibre (multiplatform) or another eReader that supports the CHM format.
